Submission to the Standing Committee on Social Development re Bill 157, the Education Amendment Act (Keeping Our Kids Safe at School), 2009
ETFO presented this brief to the Standing Committee on Social Development on May 4, 2009 during the hearings on Bill 157, the Keep Our Kids Safe at School Act, 2009. The bill, if passed, would legislate the responsibility of school employees to report serious incidents of student violence to the school principal and to intervene when they witness serious anti-social student behaviour. It also requires principals to notify parents and guardians of students who are victims of such incidents in a timely fashion except in cases where such notification could result in harm to the student.
The ETFO submission raises concerns about teacher liability related to the principal’s authority to delegate his or powers to a teacher during the principal’s absence from school. The federation also addressed to need to develop consistent procedures for the documentation of all incidents of serious student anti-social behaviour on the Ontario Student Record (OSR).
