ETFO's Response to Ministry of Labour Consultation on Workplace Violence
The Elementary Teachers’ Federation of Ontario (ETFO) is pleased to have the opportunity to respond to the Ministry of Labour consultation on workplace violence prevention. Concerns related to workplace safety have been growing among ETFO members as they face increasing problems related to aggressive and threatening behaviour on the part of some school administrators, colleagues, students, and parents. Delegates to the ETFO annual meeting recently adopted promoting and protecting the health and safety of members as one of the top priorities of the federation.
Ontario's education workers do not work in factories. Most do not normally work with industrial machinery or equipment. They work predominantly in schools and they work with people. The current provisions of the Occupational Health and Safety Act, particularly the work refusal provisions, appear to have been drafted with an industrial setting primarily in mind. The Act and the ministry's approach to enforcing its provisions and employer obligations require substantial overhaul so that the very real and potentially very harmful hazards of a wider range of workplaces are removed and prevented. Ontario's workers must have the benefit of health and safety protections, irrespective of what type of sector they work in.
The federation hopes the outcome of the ministry review will result in substantive policy and legislative changes that address the issues. ETFO represents 73,000 teachers and education workers employed in public elementary schools across the province.
