However, the PDTA is merely a framework for local negotiations, and its provisions will not come into effect until they are incorporated into local collective agreements.
So the focus has now shifted to local negotiations, where two things must happen:
- PDTA provisions related to supervision time, preparation time, staff meetings, etc. must be incorporated into local agreements using template language that ensures that existing contract rights are preserved; and
- additional proposals related to important local issues must be tabled and negotiated.
Initially, the PDTA set a near-impossible deadline of March 31 for all local agreements to be ratified. This would have made it difficult to bargain local issues in a meaningful way. ETFO and OPSBA have agreed to a new deadline of April 24.
Intense rounds of negotiations are underway across the province. Previously scheduled strike votes are on hold for the moment. President Clegg has stated that "...we will do everything in our power to reach fair and progressive collective agreements..." by the deadline. Four-year collective agreements should be in place soon provided school boards bargain in good faith and avoid the temptation to seek strips to existing working conditions.
