Since 1962, Project Overseas has assisted teacher organizations in over 50 countries in Africa, Asia and the Pacific, and the Caribbean. This is a voluntary position that is financially supported by the Canadian Teachers’ Federation (CTF) and the Elementary Teachers’ Federation of Ontario (ETFO). Each year, 16 ETFO members are selected to participate in Project Overseas.
ETFO members who are selected to participate in Project Overseas present professional learning workshops to teachers in host countries. In July, participants attend CTF’s training in Ottawa prior to their international placements which typically last between three to five weeks.

Selection Criteria for ETFO Members
ETFO members with experience in adult education who have led professional development for colleagues are encouraged to apply. Cultural competency, mature judgement and a willingness to put the team and project needs above personal needs are also key assets. Overseas placements typically require members to co-develop workshops about curriculum planning, classroom management, differentiated instruction, gender equity, assessment and evaluation, and technology in education skills.
An ETFO member interested in applying to Project Overseas must:
- be a Canadian citizen;
- hold a Canadian passport, valid until at least July 2022;
- have a valid teaching certificate;
- have a minimum of five years of Canadian teaching experience;
- be in excellent health and able to work in developing country conditions;
- have active federation involvement;
- have a commitment to social justice and building teacher solidarity;
- have leadership experience in their schools and communities; and
- have professionalism, teamwork, flexibility and adaptability.
Important Information about Project Overseas 2021
As a result of COVID-19, all placements were postponed to 2021. ETFO members who were selected for Project Overseas 2020 will automatically be selected for Project Overseas 2021.
The ETFO Application Process
ETFO participants are recommended to the Executive by ETFO’s International Assistance Committee after applicants have successfully progressed through a two-stage selection process that includes a thorough review of the application package and telephone interviews for selected candidates.
